Rules of Play

CASL is one of the few Clubs in the country that provides multiple divisions of play for soccer enthusiasts. Participants of all ages in and around Wake County, from under 5 to under 18 can enjoy various divisions of play within our Club structure that fit their skills, competitive levels, and commitment to the game.

CASL's Recreational Playing division is built around the concept of "just for fun!" Players are placed randomly onto teams in their geographic area according to the order in which we receive a completed application, copy of player's birth certificate, and payment.

Volunteer Coaches are the backbone of the Recreational program, facilitated by a volunteer Recreational Board of Directors and Age Group Coordinators. CASL Registrars are on Staff to assist and follow Board Policy, NCYSA Policy and US Soccer Policy when creating teams and placing players onto those teams.

CASL offers league play, Camps, Clinics & Academies year round for individuals and teams.

All CASL teams follow the CASL Rule book and Polices in accordance with NCYSA Rules and Polices and US Soccer Rules and Policies.

PLAYER ELIGIBILITY: The Capital Area Soccer League prohibits players from participating with other clubs while registered to a CASL recreational team. Also, players may only practice with their assigned CASL recreational team.

ORGANIZATION: The Capital Area Soccer League (CASL) is a 501 (C) 3 non-profit organization founded to promote and administer the operation of a participation soccer league in Wake County and surrounding areas. CASL is run by a volunteer Board of Directors elected by each team’s representative and assisted by paid staff employees.

INSURANCE: Youth players, coaches, and assistant coaches are covered by accident insurance during each season at scheduled practices and games. A deductible and policy limits apply. The policy is secondary to insurance maintained by parents, employers, etc

EQUIPMENT: It is MANDATORY per CASL Rules for all players to wear shin guards. One jersey, one t-shirt, one pair of shorts, one pair of socks, and one soccer ball will be provided for U5-U12 players. U13 teams and up will supply their own uniforms.

REGISTRATION: New AND Veteran players are guaranteed a position on a CASL team if your completed registration is received by the Guaranteed Placement Deadline of June 7, 2012 at 5:00pm. Registration is not considered complete until all information is received; players with incomplete registrations will not be considered for placement.

EARLY BIRD DISCOUNT: All players (veteran and new) will receive an early bird discount of $10 for completing the registration process by the June 7th, 5pm deadline. Discount is applied to the fees charged during the online registration. The fees will automatically be $10 higher after the June 7th deadline. If choosing the mail in check option the completed registration MUST BE POSTMARKED by the June 7th deadline. If you are mailing in a check and it is not postmarked by June 7h please make sure you include an additional $10.

GRADE APPROPRIATE POLICY: If a player’s birth date is between Aug. 1 and Oct. 16, the player may request Grade Appropriate Placement. These birthdates are the WCPSS guidelines and will allow Recreational players the option of playing with their school grade peers. Grade Appropriate Placement will be made depending upon availability in the requested age group. A copy of the player’s report card is mandatory at the time of registration to verify the grade the player is expected to be in the Fall 2011 season. Grade Appropriate Placement cannot be made if the player’s birth date appropriate age group is older than the requested Grade Appropriate age group. No player is allowed to play in an age group younger than their birth date appropriate age group. Note: Choosing Grade Appropriate Placement ordinarily will mean playing with and against players who are in the same school grade but who may be as much as 12-14 months older.

SPECIAL REQUESTS: SPECIAL REQUESTS WILL NOT BE HONORED BY CAPITAL AREA SOCCER LEAGUE in accordance with USYSA (United States Youth Soccer Association) and NCYSA (North Carolina Youth Soccer Association) guidelines regarding the Recreational Division. USYSA and NCYSA expressly prohibit recruiting or building Recreation Division teams. CASL is a member of both USYSA and NCYSA; therefore, the CASL Recreational Board will abide with this guideline. CASL’s failure to comply may result in fines, penalties and/or suspension.

TEAMS DISBANDED: On occasion it becomes necessary to disband a team for the upcoming season. Some of the reasons are drop in numbers of players, larger roster sizes at the older age groups, Challenge/Classic tryouts affecting current team rosters, coaches not returning to the team, lack of player commitment. In the event that the coach chooses not to return, we will make every effort to place the affected players onto teams that are geographically as close as possible to home. Individual players will not be called. Our commitment to you is to place your child on a CASL team. In addition, CASL will try to keep at least two players together if at all possible when reassigning players. Once a team has been disbanded, this decision cannot be reversed.
