TOURNAMENT FORMAT
1. DIVISIONS WITH 4 TEAMS: Three matches guaranteed. Teams will
play each other in a round robin format.  Based on points accumulated
from round robin play, the first place team will play the second place team in
the fourth game for the championship.  Ties will stand in the
preliminary games.

2. DIVISIONS WITH 5 TEAMS: Four matches guaranteed in a round robin
format.  The champion and runner-up will be determined    
 by a point system using Rules I and II. Ties will stand in all games.

3. DIVISIONSWITH 6 TEAMS: Three matches guaranteed.  Teams are divided into
2 groups (A and B) with each team playing 2 matches (ties stand) within its
group.  After these matches, teams are ranked (first, second and
third) using criteria in Rules I and II. On Sunday morning, semi-final matches
are played.  The top team from Group A will play the second place
team from Group B; the top team from Group B will play the second place team
from Group A.  The third team in both divisions will play each other
in a consolation game. The winners of the semifinals will advance to the
Championship Game.

4. DIVISIONS WITH 8 TEAMS: Three matches
guaranteed.  Teams are divided into 2 groups (A and B) with each team
playing three matches within its group. Ties will stand in the preliminary
games.  The top team in each group advances to the Championship Game.

5.  Eligibility/Required
Documents: Teams and players must be registered with their respective
state association. Official USYSA Match roster; laminated player passes and
medical releases forms for the 2015-2016 season or the 2015-2016 season must be
presented at registration (ALL players including guest players must have
laminated player passes and medical release forms in order to participate in the
tournament). Players must be born on or after the date indicated by the age
group in which they are to compete. Rosters must be original or state approved
copies with the original stamp or embossed certification on the
roster.  Out-of-state teams must provide their Permission to Travel
form approved by their state association.  All Players must have the
proper documentation in order to participate – No Exceptions!

6.     Roster Sizes:
U8/9 –
12 players; 3 guest players

U10 - 
12 player; 3 guest players (no guest players for Academy division)

U11/12 -
14 players; 3 guest players

U13/15-
18 players; 3 guest players

U16/18 - 
18 players; 3 guest players

7.  U10/12Academy Division Rules: Must provide official NCYSA Academy Pool Match Roster at check in of each match. All player cards and medical waiver forms are also needed at initial check in. All players must be registered and carded with NCYSA U10/12  Academy. There will be “no offside” rule and each match will have 1 referee. Each match will be 50 minutes in length with each half of 25 minutes.  There will be not recording of scores, standings or elimination play and a festival format will be followed. Only Academy teams will be allowed in the Academy Division and no academy teams/players will be allowed to play in the other divisions. No guest players. A size 4 ball will be used and field and goal size will conform to NCYSA recommendations. Tournament play will follow the USYS Modified Rules for small-sided games. All teams are guaranteed 3 games
(weather permitting).

TOURNAMENT RULES
All games shall be played in accordance with the FIFA Laws, except as specifically modified by these rules.

I – GAME POINT SYSTEM
Win - 3 points
Tie - 1 point       Loss - 0 points        
Bonus Point – 1 point for shutout

II–TIE-BREAKING PROCEDURE (If two or more
teams have the same number of game points)
If there are more than two teams tied #1 is thrown out, the tiebreaker will return to number 1 only after a team
has been eliminated from the tie.

1 - Result of head to head competition
2 - Most bonus points (determined by subtracting "goals allowed" from "goals scored," up to 3 per game)
3 - Least Goals allowed
4 - Most shutouts
(includes 0-0 ties)
5 - FIFA penalty kicks - taken immediately

Any forfeit will be recorded as a 0-0 shutout, with 1 point going to team who did not forfeit the match.

III– TIE BREAKING
PROCEDURE FOR SEMIFINALS

FIFA Penalty Kicks (Reduce to Equate FIFA Law will apply)

IV – TIE BREAKING PRODEDURE FOR FINALS

1 - Five minute break before play resumes
2 - Referee will again toss a coin for choice of direction of play
3 - One five-minute “sudden victory” period will be played; first team to score wins
4 - If first five minute period is scoreless, teams immediately switch goals and a second five minute
“sudden victory” period is played - NO REST BREAK
5 - If still tied, FIFA penalty kicks (Reduce to Equate FIFA Law will apply)

V –SUBSTITUTIONS - Unlimited substitutions will be allowed in all age groups at the following times:

1 - Prior to a throw-in, (your favor)
2 - Prior to a goal kick by either team 
3 - After a goal is scored
4 - At half-time
5 - Prior to an overtime period
6 - Substitutions at the end of a stoppage for an injury, with the permission of the referee, is unlimited for
either team

7 - At the time of the infraction, a yellow-carded player may be
substituted with the permission of the referee

Entering subs must remain off the field until the player they are replacing comes off the field at the half field line.

VI –LENGTH OF GAME
U-10– U-12 = 25 Minutes              
U-13 – U14 = 30 Minutes
U-15 – U-16 = 35 Minutes              
U-17 – U18 = 40 Minutes

Tournament Director or their designee may modify the length of the game.

VII – GAME BALL
U8 – Size 3 Ball
U9-U12- Size 4 Ball
U13-U18- Size 5 Ball

A tournament ball is provided. If the ball is lost, kicked over a fence or in the woods, etc., an acceptable ball must be provided by the home team (team listed first on schedule is the home team) to keep the game from being delayed.

VIII - REGISTRATION
Teams must present their official player passes, red-stamped match rosters, approved guest player passes during the registration check-in.

IX –CONDUCT
Players,coaches or spectators who are ejected from a contest must leave the OCSA Soccer Complex immediately and are not allowed to return to the complex until one (1) hour after the scheduled completion of thatteam’s next game. If
that ejection is during that teams last game, the person may not be present at the complex for the remainder of the tournament.

Players, coaches and/or spectators ejected for fighting will not be allowed to participate or spectate further tournament games.

Any coach or Director of Soccer who is involved with multiple teams and who is ejected from a game must leave the complex until the game involving the ejection is completed.  They are not allowed at that team’s next game, but may return to the complex during the suspension time and attend the games of the other teams to which they are rostered or carded.

Coaches are responsible for the conduct of their players and spectators and may bewarned for their inappropriate behavior.

The Tournament Director or his/her designee has the right to ask anyone to leave the complex for unsportsmanslike behavior.

X – SPECTATOR AND COACHING AREA
Both teams will sit on the same side of the field. Each team will have a marked team box area.

Parents and spectators must sit in the appropriate areas across from their team between the 18-yard and center lines. Any parent or spectator who is not in the appropriate area will be required to move.

The first team on the schedule is the designated home team.

XI –-FORFEITS
Unless superseded by a ruling from the Tournament Director or his/her designee, therewill be a maximum grace period of 10 minutes allowed after the scheduled kick-off time before the team not showing forfeits the match. The game clock
will begin at the scheduled time of the match and the game will begin play no later than the ten-minute mark.

U13-U18 teams must have eight (8) or more players present in order to begin a match.

U11-U12 teams must have six (6) or more players present in order to begin match
       
U8 - 10 teams must have four (4) or more players present in order to begin a match.
 
Score of a forfeited match will be 1-0.

In the event of a forfeit, tie-breaking Rules II and III are based on the "per game" average for games actually played.

XII – INCLEMENT WEATHER
Regardless of weather conditions, coaches and their teams must appear on the field of play ready to play as scheduled. Failure to appear will result in a forfeiture of the game.

Only the Tournament Director or his/her designee can cancel or postpone a game.

The safety of the players and spectators will be the first concern in making any weather decisions.

The Tournament Director or his/her designee may move the location of a game to another field or complex.

Inclement weather before the game:  In case of severe weather conditions before play begins, the Tournament Director or his/her designee may reduce the length of the game.

Inclement weather during the game: Should a game's progress be terminated due to severe weather conditions, the game will be considered official and the score at the time will stand.

TEAMS SHOULD NOT LEAVE THE COMPLEX UNTIL THE TOURNAMENT COMMITTEE HAS DETERMINED THE
STATUS OF THEIR GAME.

Should a severe weather signal be given during a game, all of the players and spectators should seek shelter in their vehicles. Please have only one representative from your team communicate with tournament officials as to the
status of games.

SEVERE WEATHER SIGNALS- 
o One long horn- Vacate fields immediately
o Two quick horns- Safe to return to fields (One team representative should report to headquarters.)
