TOURNAMENT RULES


MANDATORY TEAM CHECK-IN
All teams are required to check in 60 minutes prior to the start of your first game. Teams must also submit a copy of their roster and the roster must include any/all guest players (guest players can be written on the bottom). Each team must present a medical release for every player on the roster. There are no exceptions to the check-in
rules. Players that do not have a medical release on file will not be permitted to play.
 
UNRESTRICTED
The event is open to all US Soccer affiliates; including teams and state associations
registered through US Youth Soccer, US Club Soccer, AYSO and Soccer for Youth.
 
ROSTER
 
U9 - U10 (7 v 7) teams have a maximum roster size of 16 players.
U11 - U12 (9 v 9) teams have a maximum roster size of 18 players.
U13 - U18 (11 v 11) teams have a maximum roster size of 28 players.  
 
*Roster size includes guest players.
 
LAWS OF THE GAME
All games shall be played in accordance with FIFA Laws, except as specifically
modified by these rules.
 
FORMAT & DURATION OF GAMES
Scores will be recorded and posted on the internet. 
 
Format:
 
Teams will be placed in four, five, six or eight team flights. Flights will be formed at the
discretion of the Tournament Director.
 
Game Duration:
 
U9-U10:  50 Minute Game (25 minute halves) with a 5 minute halftime. 
U11-U12:  60 Minute Game (30 minute halves) with a 5 minute halftime.
U13 - U14:  70 Minute Game (35 minute halves) with a 5 minute halftime.  
U15 - U18:  80 Minute Game (40 minute halves) with a 5 minute halftime.
 
The Tournament Director reserves the right to adjust game length and schedules due
to weather or field conditions.
 
TOURNAMENT SCORING
Win Three (3) points per game for the winner
Tie One (1) point for a tie
Loss Zero (0) points for a loss
 
For a forfeiture of a game the opposing team will be awarded a 3-0 win. Games are official upon completion of one half of the game, regardless of the circumstances of termination during the second half, with the results based on the score at the game’s termination.
 
TIE BREAKER FORMAT
In the event two teams are tied on the basis of points the following tiebreakers will be considered in order until the tie is broken.
 
1) Head to Head competition
2) Points for Goal Differential  
3) Most Goals For- Most goals
4) Least Goals Against - Least goals allowed
5) Shootout - Penalty kicks
 
CHAMPIONSHIP GAMES
If a championship game is tied at the end of regulation, the game will be followed immediately by the taking of penalty kicks.
 
FIELD AND GAME EQUIPMENT
Players (excluding the goalkeeper) must wear numbers on the back of their uniforms and these numbers shall coincide with those listed on the team’s Official State/Provincial roster.  Players are required to wear shin guards in accordance with FIFA Laws of the Game.
 
UNIFORMS: The HOME team shall wear their WHITE/LIGHT colored uniforms and the AWAY team shall wear dark uniforms.  No player with a hard cast/splint will be allowed to play. No exceptions!
 
SUBSTITUTIONS
Unlimited substitutions may be made, with the referee’s permission:
o After a goal has been made.
o At the beginning of the second half.
o At a goal kick by either team.
o At a throw-in in either team's favor.
o When the referee approves an injury substitution by one team, the other team may substitute an equal number of players.
 
OFFICIAL GAME CARDS
The referee coordinator will be given all game cards prior to the start of the tournament and he will be responsible for turning them in to the Tournament Director. Each team manager/coach should verify and sign the score card at the end
of the game. Referee must sign and record the score and indicate any disciplinary action taken on the game card.
 
CONDUCT
Players, coaches, and spectators are expected to conduct themselves within the spirit AND the letter of the LAW. Displays of temper or dissent are cause for ejection from the game and surrounding field area. A misconduct report will be reported to the team’s state association. Coaches are responsible for the conduct of their team and supporters both on and off the fields.
 
Yellow Cards: A player or coach receiving two yellow cards during a match is suspended from that match and shall be suspended from the next match. In the event this occurs, players and coaches must follow the instructions as outlined in
the next paragraph.
 
Red Card/Ejection: A player or coach receiving a red card/ejection is suspended from the match and shall be suspended from the next match. Players or coaches received a red card/ejection must leave the match immediately and report to the scorekeeper at the tournament tent. When reporting to the scorekeeper/tournament tent the ejected player or coach must complete a tournament ejection form and turn in the completed form to the scorekeeper at the tournament tent. Players may sit on the bench during their suspension however they shall not be in uniform. Coaches must not return to the
tournament site during the match for which they are serving the one game suspension.
 
Alcoholic beverages are not permitted.
