The Coast Spring Classic is subject to FIFA Laws of the Game except as modified herein.

Coast Spring Classic 7v7 (8U, 9U, 10U)

Deliberate heading is not allowed in 7v7 games
If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.
Build Out Line
The build out line promotes playing the ball out of the back in a less pressured setting. When the goalkeeper has the ball, either during play (from the opponent) or from a goal kick, the opposing team must move behind the build out line until the ball is put into play. Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punting is not allowed). After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal.
Build Out Line
If a goalkeeper punts the ball, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the punt occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred.

Coast Spring Classic 9v9 (10U, 11U, 12U)

Eligibility
8U – 12U USYS, US Club Soccer and other USSF affiliated teams.
  • There will be no refunds if the tournament event is cancelled in whole or in part.
  • Once your entry fee is received, it is non-refundable except as follows:
  • If your team is not accepted, your entry fee will be returned in its entirety.
Accommodations
All traveling teams with overnight stay must book their hotel accommodations at one of the designated tournament host hotels to be eligible to participate in the tournament event.
Rosters:
  • 8U – 10U  (7v7)  14 player maximum identified at Registration.
10U (9v9) 16 player maximum identified at Registration.
  • 11U – 12U  (9v9):  16 player maximum identified at Registration. Player cards may be checked prior to each game
Guest Players:
  • Unlimited guest players are permitted for all age groups.
  • US Club Soccer teams may only take guest players registered under US Club Soccer.
  • USYSA teams may only take guest players registered with properly stamped USYSA player pass cards.
Game Format:
  • 8U -10U: 7v7
  • 10U 9v9
  • 11U -12U: 9v9
Ball Size:   Size 4
Game Duration:
  • 8U – 10U:   (7v7)   Two 25 minute halves - Halftime - 5 min  10U: (9v9) Two 30 minute halves - Halftime - 5 min
  • 11U – 12U: (9v9)     Two 30 minute halves - Halftime - 5 min
  • Games may be shortened by the Tournament Committee to maintain the schedule. This is applicable to Group games only.
Substitutions: •            With the consent of the referee at the following times:
  • Prior to a throw-in in your favor; o Prior to a goal kick by either team; o After a goal by either team;
  • After an injury by either team when the referee stops play; o At the beginning of the second half;
  • When the referee stops play to caution a player, only the cautioned player may be substituted prior to the restart of the game.
  • Since the tournament will attempt to stay on schedule, the referee shall take note of any obvious delays caused by a team during substitution. When substituting, players must enter the field at the halfway line. Players leaving the match may exit by the closest touch line or goal line. The game will be immediately restarted.
Forfeits:
Teams not at the field ready to play with a minimum number of eligible players (6 for 9v9; 5 for 7v7) at the scheduled game time will forfeit the match at the discretion of the tournament director. A Forfeit score will be counted 5-0. Teams forfeiting games shall no advance playoff rounds.
Off-Sides
Off-Sides will apply to all Divisions and the build out line will be used for 7v7 only.
 
Inclement Weather:
Inclement Weather: Regardless of weather conditions, coaches and their teams must appear on the field and be ready to play as scheduled. A forfeit will be awarded if a team is not prepared to play within 15 minutes after the scheduled match time. Only the Tournament Director or his/her designee has the power to cancel, postpone or shorten the match prior to its commencement. Should a match be terminated due to bad weather conditions after one half has been completed, the match will be considered official and the score will stand! If a match in progress is terminated before the end of the first half or postponed due to inclement weather it will not be re-scheduled, each team will be awarded one (1) point. Matches will not begin, and matches will not be allowed to continue, if lightning exists. 2 If an age group’s competition cannot be completed through the championship match due to poor weather conditions, the Tournament Director will determine the division winner and runner-up. The Tournament Director’s decisions will be final and will not be subject to protest or appeal.
 
 
Player’s Equipment:
  • Any screw-in studs will be ruled at the field by the referee for safe play.
  • All players must wear shin guards.
  • No plastic or metal glasses or jewelry of any kind, except protective eyeglasses, will be allowed.
  • Team listed first is the designated Home Team and must change jerseys when the referee determines a conflict to exist.
• Casts, splints or body braces made of a hard substance in its final form such as leather, rubber, plastic, plaster or fiberglass must be covered on all exterior surfaces with no less than ½ inch thick, high density polyurethane, or an alternate material of the same thickness and similar physical properties to protect the injury. A medical release for the injured player signed by a licensed physician must be available at the game site. Players may not play with these casts without the approval of the Referee.
Point System to Determine Group Winners
  • Win:  3 points
  • Tie:   1 point
  • Loss: 0 points
Tie-Breaker Procedure to Determine Group Winners in the Following Order
  • Head to Head
  • Goal Differential (max 5 goals per game)
  • Goals For (max 5 goals per game)
  • Goals Against (max 5 goals per game)
  • Number of shutouts
  • Fair Play added 4/19/16 (Team with least number of cautions (Yellow = -1, Red = -5) ? Penalty Kicks
Resolving Ties in Semi-Final and Final Match
If a semi-final or final match is tied at the end of regulation time, the teams will be given a five minute rest. The following will decide the match:
  • Overtime will be 2 - five minute periods with substitutions allowed. Overtime will not be sudden death. Overtime is played according to the appropriate game format (minus any send-offs)
  • If teams remain even at the end of overtime, the game will be decided by the FIFA Kicks from the Penalty Spot
Procedure as outlined in the Laws of the Game; using only the players remaining on the field at the end of overtime.
Protest:
There will be no protests. All officiating decisions are final.
Sideline Behavior:
Both teams will sit on the same side of the field. Only coaches and trainers may stay on the player’s sideline. Spectators are only allowed on the opposite side of the field from the coaches and players and are limited to being in the designated area from penalty box to penalty box. No spectators are allowed behind the goal areas. Harassment of the officials from coaches, spectators or players will not be tolerated.
Send-offs:
If a player receives a red card or two yellow cards during a match, that player will sit out the rest of that match and also
 
their next match. Players serving Red card suspensions are allowed to sit on the bench during their team’s next game but are not allowed to be in uniform. A coach or other authorized bench personnel sent off during a match must leave the field immediately upon being sent off, and must remain away from the field during the team’s next match.
Alcoholic Beverages
NO alcoholic beverages are allowed in the park or the parking lot of any of the game sites. Your team will be subject to forfeiting 1 game.
Game Balls:
The designated home team in the tournament schedule (the first team listed in each match) shall provide appropriate size ball for its scheduled match.
