Tournament Rules -2011

Age and Eligibility:

  1. Participation in the showcase is open to accepted teams composed of 18 or fewer players (22 players for U17 thru U19) meeting the age limit of the specified division. Players must have been born during, or subsequent to, the divisional year. Each team must be registered with a National State Association affiliated with the USYSA/USSF/USCLUB or national equivalent and must present a valid state/official roster. Player registration cards duly authorized by State or National Association will be required as proof of age. Player Passes and state/official rosters must be present at the field for duration of the game.#MORE#
  2. All USYSA teams (other than those registered with TSSA) MUST have a copy of the Permission to Travel Form approved and signed by a USSF or duly authorized State or National Association representative.
  3. Age groups for teams are as follows:
    1. U15 Boys & Girls: Birthday on or after 8/1/95
    2. U16 Boys & Girls: Birthday on or after 8/1/94
    3. U17 Boys & Girls: Birthday on or after 8/1/93
    4. U19 Boys & Girls: Birthday on or after 8/1/91
  4. A maximum of five (5) guest players are allowed per team. No player shall play for more than one team in the showcase.  Guest players must meet the age requirements for the age division in which they are playing. All guest players must present a player pass and a medical release.
  5. All U19 Boys and Girls teams will be allowed to have a maximum of three (3) older players than the respective divisional year. The three (3) older players must NOT be born before 8/1/88. – Approval  Pending 

Laws of the Game:

All games shall be played in accordance with FIFA Laws, except as specifically modified by these rules.

 

Duration of Games:

The duration of showcase/tournament games shall be in accordance with the following:

Important Note: There will be no semi-finals in any age division (unless decided by tournament for scheduling reasons), this is a showcase event. However, there will be one Final game per division. Final teams will be determined by Tie-Breaker rules, if necessary (see Tie-Breaker section).

 

Field and Game Equipment:

  • Players must wear numbers on the back of their uniforms and these numbers shall coincide with those listed on the teams’ state/official roster.
  • Players are required to wear shin guards in accordance with FIFA laws of the game.
  • Where uniform colors are similar, the home team will change colors. Home team is listed first on the schedule.
  • The referee has the right to refuse entry into the game any player who, in the referees’ opinion is wearing dangerous or illegal equipment.
  • Casts properly padded are legal. It is the referee’s discretion if a cast is properly padded or not.
  • The designated home team shall provide the game ball.
  • Teams are expected to be ready to play 10 minutes before game time so that games can be started on time.

Substitutions:


Unlimited substitutions may be made with the referees permission:

  • After a goal has been scored
  • At the beginning of the second half of play or prior to the beginning of an overtime period.
  • At a goal-kick by either team.
  • At a throw-in by the team in possession or both teams if the team taking the throw-in is substituting.
  • In case of stoppage of play for an injury, substitutions may be made with the referees permission
  • To replace a cautioned player.

Game and Score reporting:

  • The game referee will ensure that the game cards are properly completed, signatures obtained, and scores recorded at the end of the game on the game card.
  • Games will be scored (4) four points for a win, (1) point for a tie, and (0) zero points for a loss.

Referees/Ejections:

  • Referee ejections should be reported to the Tournament Committee immediately following the game.
  • Any ejection shall automatically sit out the game the ejection took place and the player will be suspended for the next game.
  • All referee decisions are final, within the laws of the game. No protests will be allowed, except for ineligible player.
  • In the event the assistant referees are not available, each team is required to provide a "club linesman."

Conduct:

  • Players, coaches and spectators are expected to conduct themselves within the spirit and the letter of the Law. Displays of temper or dissent are cause for ejection from the game and surrounding field areas.
  • The tournament director reserves the right to disqualify any team, player, coach or spectator who strikes, threatens physically or verbally, any official, participant or spectator at the Mike Rose Soccer Complex.
  • All players and coaches will take one side of the field, and supporters will take the other side. No one will be allowed behind either end line.
  • ALCOHOLIC BEVERAGES AND/OR BAR-B-Q GRILLS ARE NOT PERMITTED AT THE MIKE ROSE SOCCER COMPLEX

 

Tie-Breakers:

 

To determine Finalists, if necessary:

  1. Winner of head to head competition.
  2. Highest goal differential (total goals for minus total goals against)
  3. Most total goals for.
  4. Least total goals against.
  5. Least number of negative points for yellow or red cards issued against team.
    1. Red Card = 3 negative points
    2. Yellow Card = 1 negative point
  6. Penalty Kicks (FIFA rules)

Note: In the case of a three way tie, one team shall be eliminated through the above tie breakers and then the remaining two teams shall begin from tiebreaker 1.

 

For Final games:

  • Two ten-minute overtime periods.
  • If still tied, best five penalty kicks by five players of each team.
  • If still tied, alternate penalty kicks shall continue by balance of team until decision.
  • Only players on the field of play at the end of the overtime may participate in taking of the penalty kicks.

 

Failure to Show and Forfeits:

  • A team shall be allowed a 10 minute grace period after the scheduled kick-off time before the match is awarded to their opponent. A minimum of seven (7) players constitutes a team and if seven (7) players are present, the game will not be delayed. 
  • In no case shall a team which forfeits a game be declared a division winner or wild card team. If an apparent division winner forfeits a game, the division team with the next best record shall be named the division winner.
  • If a team is the cause for termination of a game, that team will be considered to have forfeited that game.
  • A forfeit in the preliminary rounds shall be awarded as 4 points for the win to the opposing team.
  • Forfeits of games in the playoff rounds shall be recorded as 3-0 games.

Protests:  THERE WILL BE NO PROTESTS ALLOWED

 

Tournament Committee:

  • The Tournament Director, or his/her designee, is empowered to make all decisions regarding the rules and competition prior to or during the tournament.
  • The decision of the Tournament Director is final in all matters. No appeals will be allowed beyond that point.
  • The Tournament Committee reserves all rights and authority to adjust the competition rules and general organization as needed to properly operate the tournament.  It is the responsibilit of the team officials to check the tournament rules for any changes prior tot he tournament.

Weather Policy:

In case of adverse weather or unplayable field conditions the Mike Rose Soccer Complex reserves the right to any of the following actions:

  • Delay play for a period of time
  • Reduce game times in order: to catch up to schedule, finish games before inclement weather arrives, or preserve field conditions.
  • Reschedule games
  • Cancel tournament
