NVASA Constitution
  • Article I.     Responsibilities of the Executive Committee
 
    • Section 1.     The Commissioner shall preside at all meetings, shall be an ex-officio member of all league committees, shall cast the deciding vote in the event of a tie vote at any Executive Committee meeting or team captain meeting, shall make disciplinary findings with the consent of the CJAC if the full Disciplinary Committee is unable to consider any matter on a timely basis, and shall represent the league to the state soccer association.
  • Article V.       Administrative Duties of the Executive Committee and the Disciplinary Committee
    • Section 5.     With the consent of the CJAC, the Commissioner shall have the discretion to make a disciplinary finding, should the full Disciplinary Committee be unable to consider a matter on a timely basis.

NVASA By-Laws
  • Article XIV.     Discipline and Forfeits
    • Section 1.     A player or coach that receives a red card is automatically suspended for at least the following scheduled (and actually played) League game.   Should a player receive a red card at the end of the season, that player will be suspended for at least the next scheduled NVASA game played during the next season.  The Disciplinary Committee shall decide the length of any red card related suspension.
    • Section 2.     A player or coach that receives three yellow cards during the season is automatically suspended for the following scheduled and actually played League game.  Should a player or coach receive three yellow cards during the season and gets the final yellow at the end of the season, that player will be suspended for the next scheduled NVASA game played during the next season, or sanctioned tournament.
    • Section 3.     A player who receives a yellow card must sit out for the next two minutes, but may be substituted.

Regulations

  • Article I.     Cautions – Yellow Cards
    • Section 1.     A player receiving 3 cautions in one season while playing for the same team will result in a one game suspension for that team.  The player will not be suspended for matches with other teams.
      • a.     Examples
        • i)     "Joe" plays on 3 teams.  Joe is shown one caution for each team.  Joe is not suspended for any games.
        • ii)     "Tom" plays on 3 teams.  Tom receives 3 cautions for Team A and none for the other two teams.  Tom is suspended for 1 game for team A and no games for the other teams.
  • Article II.     Sending Off Offenses – Red Cards
    • Section 1.     A player receiving a red card will be banned from all league play until the suspension is served for the team on which they received the red card.
      • a.     Example
        • i)     "Sam" plays on 3 teams.  Sam is shown a red card for team A and is suspended by the Disciplinary Panel for a total of 2 games.  Sam is suspended from ALL league play until he has served the two game suspension for Team A.
  • Article III.     Sanctions
    • Section 1.     General Rule - A player receiving a red card can reasonably expect to be suspended for at least two games, including the automatic one game suspension mandated by Article XIV, Section 1 of the NVASA By-Laws, except as follows:
    • Section 2.     Exceptions to the General Rule - A player can reasonably expect to receive a one game suspension, including the automatic one game suspension mandated by Article XIV, Section 1 of the NVASA By-Laws under the following two scenarios:
      • a.     A red card issued for denial of an obvious goal scoring opportunity.  The only sanction that the referee can issue for this offense is a red card.  The Laws of the Game do not give the referee any discretion.  The Chief Judge and his disciplinary panels over the years have decided that in practice, this sanction is unduly harsh.  Because of the severity of the sanction.
      • b.     A red card for receiving a second caution (yellow card) in the same match.  The reasoning here is that a player can commit two rather ill-advised, yet innocuous cautionable offenses which may not merit a suspension more that the automatic one game suspension mandated by Article XIV, Section 1 of the NVASA By-Laws.
      • c.     A player receiving a red card for either of the above mentioned violations is not subject to a mandatory league wide suspension as per Article II, Section 1 of these regulations.
        • i)     Nothing in this subsection shall prevent a sanction for more than one game should the circumstance warrant, as decided by either a disciplinary panel or the commissioner.
    • Section 3.     Teams/Captain/Players/Interested Parties who wish to have their accounts of any incident considered by the disciplinary panel must to submit their accounts of said incident within forty-eight (48) hours to both the CJAC and the Commissioner.  Any accounts submitted after forty-eight (48) hours cannot be guaranteed consideration.
