Rules FAQs – Quick Summary (teams should read all rules in their entirety)

  • Players can only play for ONE team during this tournament. Any player found to be rostered on more than one team during this tournament will result in BOTH teams forfeiting all games and being eliminated from the tournament. Refunds will not be given.
  • Anyone sitting on the team bench must be either:

o A player that is on the roster and has been properly checked-in to the event.
o A coach or other team official that has a valid team official pass from their affiliation.
o All Teams must have at least ONE valid team official on their bench at each game.
o Any team without a valid team official may be disqualified from the event and may not be allowed to                          Participate in the event. Refunds will not be given.

  • Max Roster size is 22 for 13U-19U. However, only 18 players can participate in each game. The additional players can sit on the bench but cannot be in uniform.
  • Max Roster sizes is 16 for 11U-12U. 
  • Guest Players – 5 Guest Players MAX are allowed for this tournament/showcase, but you cannot exceed your MAX Roster size for your age group.
  • ALL USYSA – State Association Teams from outside of North Carolina must have a Permission to Travel Form!
  • VYSA TEAMS!
    o You must have a Permission to Travel Form! You obtain this from VYSA.
    o You must have a Guest Player Form for any VYSA guest players. You obtain this from VYSA or your Club’s Head Registrar. Players handwritten in on your roster will not be accepted.
  • Pets are not allowed at any venue.
  • All Teams must check-in to the tournament by the deadlines set on the website.
    o Online check-in: Documents must be uploaded by NOON on Wednesday, prior to the event start date. 
  • This INCLUDES all guest players. Changes cannot be made after Online Check-in closes.

11-15u TOURNAMENT FORMAT

Player passes must be LAMINATED. No Exceptions. This is a requirement to play in our event regardless of your affiliation’s status on whether passes are laminated or not.

5. SHOWCASE DIVISIONS: No Champions will be determined in Showcase divisions. Scores will be entered. 

TOURNAMENT RULES

NO HEADING is allowed in any small sided match (12U and younger).

Effective September 1, 2016 for all NCYSA league games and NCYSA sanctioned tournaments, the “NO HEADING is allowed in any small sided match (12U and younger)” rule is in effect as follows:

  • If a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense.
  • If the deliberate header occurs within the goal area, the indirect free kick should be taken on the goal area line parallel to the goal line at the nearest point to where the infringement occurred

In matches for 13U and older, the roster/team could include 12U and younger players. A 12U player on the 13U roster/team, may head the ball. For the player 11U or younger playing on a 13U team or older, if heading occurs by a player 11U and younger, the referee will not stop play and issue an indirect free kick. It would be very difficult for a referee to be able during the run of play to determine if a player that heads the ball is 11U or younger or 12U and older. As stated by the Federation, it will be the coach and parent’s responsibility to “police” a child 11U and younger on heading in a 13U and older match.

All games shall be played in accordance with the FIFA Laws, except as specifically modified by these rules.

A - GAME POINT SYSTEM

Win - 3 points | Tie - 1 point | Loss - 0 points

B - TIE-BREAKING PROCEDURE (If two teams have the same number of game points rules 1-5 apply). If there are more than two teams tied, procedure reverts to #2-6 (head-head is eliminated).  If three teams are tied in every category, the team that registers earliest will be the first tie breaker. 

1 - Result of head to head competition
2 - Most bonus points (determined by subtracting "goals allowed" from "goals scored," up to 5 per game) 3 - Least Goals allowed
4 - Most shutouts (includes 0-0 ties)
5 - FIFA penalty kicks - taken immediately
6. Teams that registered for the tournament first becomes top seed

Any forfeit will be recorded as 5-0, with 3 points going to the winner. Round robin brackets, if any, will be decided on points.

E - SUBSTITUTIONS

Unlimited substitutions will be allowed in all divisions at the following times:
1 - Prior to a throw-in, (Both teams can sub only if throwing team subs)
2 - Prior to a goal kick by either team
3 - After a goal is scored
4 - At half-time
5 - Prior to an overtime period
6 - Substitutions at the end of a stoppage for an injury, with the permission of the referee, is unlimited for either team
7 - At the time of the infraction, a yellow-carded player may be substituted with the permission of the referee

Entering subs must remain off the field until the player they are replacing comes off the field.

F - LENGTH OF GAME

  • Designated on Permission to Host
  • Tournament Director or their designee may modify the length of the game.

G - GAME BALL

  • 11U-12U - Size 4 Ball
  • 13U-19U - Size 5 Ball
  • A Tournament ball may be provided. If the ball is lost, kicked over a fence or in the woods, etc., an acceptable ball must be provided by the home team to keep the game from being delayed.

H - CONDUCT

  • Players, coaches or spectators who are ejected from a contest must leave the BB&T Soccer Complex at Bryan Park (or facility the game is being played at) immediately and not be allowed to return to the complex until one (1) hour after the scheduled completion of that team’s next game. If that ejection is during that teams last game, the person may not be present at the complex for the remainder of the tournament.
  • Players, coaches and/or spectators ejected for fighting will not be allowed to participate or spectate further tournament games.
  • Any coach or Director of Soccer who is involved with multiple teams and who is ejected from a game must leave the complex until the game involving the ejection is completed. They are not allowed at that team’s next game, but may return to the complex during the suspension time and attend the games of the other teams to which they are rostered or carded.
  • Coaches are responsible for the conduct of their players and spectators and may be warned for their inappropriate behavior.
  • The Tournament Director or his/her designee has the right to ask anyone to leave the complex for unsportsmanlike behavior.

I - SPECTATOR AND COACHING AREA

  • Both teams will sit on the same side of the field.
  • Each team will have a marked team box area.
  • Parents and spectators must sit in the appropriate areas across from their team between the 18-yard and centerlines.
  • Any parent or spectator who is not in the appropriate area will be required to move.
  • Benches will be marked for home and away teams. The first team on the schedule is the designated home team.

 

J - FORFEITS

  • Unless superseded by a ruling from the Tournament Director or his/her designee, there will be a maximum grace period of 10 minutes allowed after the scheduled kick-off time before the team not showing forfeits the match. The game clock will begin at the scheduled time of the match and the game will begin play no later than the ten- minute mark.
  • 13U-19U teams must have seven (7) or more players present in order to begin a match.
  • 11U-12U teams must have six (6) or more players present in order to begin a match.
  • Score of a forfeited match will be 5-0.
  • In the event of a forfeit, tie-breaking Rules, 2, 3, and 4 are based on the "per game" average for games actually played.

K - INCLEMENT WEATHER

  • Regardless of weather conditions, coaches and their teams must appear on the field of play ready to play as scheduled. Failure to appear will result in a forfeiture of the game.
  • Only the Tournament Director or his/her designee can cancel or postpone a game.
  • The safety of the players and spectators will be the first concern in making any weather decisions.
  • The Tournament Director or his/her designee may move the location of a game to another field or complex.
  • Inclement weather before the game: In case of severe weather conditions before play begins, the Tournament Director or his/her designee may reduce the length of the game.
  • Inclement weather during the game: Should a game's progress be terminated due to severe weather conditions; the game will be considered official and the score at the time will stand.
  • TEAMS SHOULD NOT LEAVE THE COMPLEX UNTIL THE TOURNAMENT COMMITTEE HAS DETERMINED THE STATUS OF THEIR GAME.
  • Should a severe weather signal be given during a game, all of the players and spectators should seek shelter in their vehicles. Please have only one representative from your team communicate with tournament officials as to the status of games.
  • SEVERE WEATHER SIGNALS-
    o One long horn- Vacate fields immediately
    o Two quick horns- Safe to return to fields (One team representative should report to headquarters.)

L - PLAYER EQUIPMENT - In general, Law IV of FIFA Laws applies.

  1. If color of jerseys is similar or same, the designated home team will change colors. (Team listed first on schedule is the home team).
  2. No plastic or metal jewelry of any kind (except corrective glasses) may be worn.
  3. Each player except goalkeeper must have individual numbers on uniform shirts.
  4. Shin guards are required for all players. Goalkeeper's mouthpieces are strongly recommended.
  5. Casts - players who are wearing protective casts are allowed to play if the following conditions are met:
    1. Cast is wrapped in foam or other protective material that will protect other players.
    2. The player with the cast does not attempt to use the cast to an advantage or in such a way as to put others in danger.
    3. The referee approves the cast protection and such approval will not be unreasonably withheld.
  6. No Equipment changes may be made after the referee's equipment check without his/her permission. Changing to illegal equipment is a yellow card offense.

M – GENERAL

  1. All decisions of the referee that do not conflict with the tournament rules are final and binding.
  2. The Tournament Committee, NC Fusion, and NCYSA will not be responsible for any expenses incurred by any team or club if the tournament is canceled.  NC Fusion does reserve the right to refund teams in the event games are cancelled due to weather only.

  1. The Tournament Committee reserves the right to decide on all matters pertaining to the tournament and its judgment is final.
  2. A player cannot play for more than one team in the same competition. Competition is defined as any league or tournament which has league or tournament standings. Examples are: recreational tournament, classic league, the State Cup Series, the Challenge Cup and any NCYSA sanctioned tournament. Each age level in the classic league is to be considered as a “competition”.
  3. Teams bringing more than 18 players on a roster (not to exceed the max roster size) can only play 18 players per game. The 18 players can vary for each game but must be one of the original players checked in to the tournament for that team.

N – NO SHOW

If your team refuses to show up for a tournament game, your team or club will be fined the cost of the entry fee.   

O - Hotel Requirements

All teams participating in the NC Fusion Tournament or Showcases are required to make housing reservations through our official tournament housing agent.  All contact information is under the Information & Hotel Tab on the tournament website.  Any team who refuses to follow this rule will be disqualified from the event and will NOT receive a refund.

All teams must comply with the Tournament rules and Tournament Director’s decisions are final.

P – WE LOVE ANIMALS.  However, we ask to please leave them at home or at your Pet Friendly Hotel.  NC Fusion reserves the right to follow NC Laws.  If an animal is in a vehicle for more than 60 seconds with no
